Yes with an I/O you're limited as to what can be done, so if there are handling or other issues that may outweigh the positives, a fin isn't the right product.
I think tabs are far more useful and if set up properly have no negative affects even if they aren't needed. I'd put tabs on my CC if I used it more and I'm going to put larger ones on my jet boat, but they need to be beefy because the current ones are bent from rocks.
I just like to get into the details of why things do or don't work, must be why I do so much tech service type work.
