i havent looked at the prints for a volvo penta but its proberly the same as most other trim systems so its either the switch or a relay. i would start at the relay which is proberly in a box somewhere near the trim pump. follow the trim pump wire back and you should find the trim control box. as always its best to use a meter to test for voltage
basic notes: trim pump requires alot of power especially to go up. the switch can not handle the ammount of power required so the switch works a relay or solinoid which then allows a higher ampage to pass to the pump. the pump runs one way for up and the other way for down. easy way to test a relay on a 2 relay system is to swap them and see if the problem changes.
