trim problems

i have a 79 cruisers. it has problems with the tilt right now. it will tilt down real slow, and wont tilt up at all unless i jump the solenoid.
when i first bought the boat the trim down worked fine just the up didnt work. changed the solenoid and now i have the problem worsen. ive even tried bleeding the lines, still not helping it go down and isnt doin anything as far as coming up
WHAT THE HECK IS GOIN ON?!?!?!

A little more information is needed, please supply Make, Model, HP, and serial #

Sorry new to this whole thing (boating and forums). Found a hanging wire & connected it so the trim up works great! Up no problems or delays. But trim down is not working. The motor is making noise just doesn't move.
