So trim was acting intermittent and slow, then started to only work while motor running. Eventually it stopped working all together. When I got it at home I noticed that the blue green wire harness had deteriorated to where there was no insulation on the wiring staring at the trim motor up about 18”. So the where touching each other. When I separate the wires all I get is a click from either relay. Motor still starts. Could shorting the blue and green wires burn out the motor or the solenoid?

Jumper the PTT motor and see if it is still good. That is, if 2 wire PTT motor ground one PTT motor lead and provide power to the other lead.
If you have the three-wire PTT motor, check the ground on the black wire. Now apply power to either the green or blue wire and see if PTT motor turns. Repeat with other lead.

If the 2 wire PTT motor is good, look for a bad ground on the thick ground wires at the relays

I am hesitant to jumper the motor because the wires to the motor are so bare and I can’t keep them from touching.

Tape 'em up or get some insulating shrink tube from home despot or a HW store to insulate them.

On the other hand, if you don't want to fix the bare wires, you need to replace the PTT motor.

I think there is something wrong with trim motor.-----High current melted the insulation.----Best to replace that motor.-----Or put a second fire extinguisher on the boat.
