I had a glass boat built in the early 60's. Name was Taylor craft. It seems that at that time some mfgrs didn't use foam floatation at all. They "sealed" the deck to the hull making an "airtight" chamber below the deck which was supposed to suffice for safety's sake.
After having a similar problem one day, I felt that the boat was getting way too heavy and upon digging around I found a small screw on the transom at a height that would put it below the deck.
I pulled the screw and the thing drained for half an hour. Periodically after that I'd pull the screw and drain it. I never did find where the water was getting in.
