If your "topcoat" is original, it's gelcoat that was sprayed into the mold first followed by fibreglass and polyester resin.
You can try to bring the shine back with progressively finer wet sandpaper, then rubbing compound, polish compound, and wax.
If you still want to "clearcoat" it, 2 part automotive will be the most durable. It has UV resistance, cures very hard and is formulated to spray from a gun. Sand the gelcoat first to make it stick.
