We have a 25 hp. Mercury with unknown history. We replaced the impeller and have started the motor and get no stream of cooling water. The old impeller was missing the fins . Motor was run in salt water. So my question is ,are the fins broken up and clogging the cooling system ? If so , what is the best way to proceed?

Try running a piece of weed wacker line up through the telltale and see if it is clogged. You can also try some compressed air through the same hole. I had the same type of problem with mine after impeller change. The shop air did the trick while I had the engine running. My telltale was clogged with salt and I cleaned it out. My motor does not have a T stat so it takes about 5-10 seconds for water to come out of the telltale. Hope this will get you going.

If this does not work then maybe drop lower unit and blow compressed air through telltale to try to unlodge any debris that might be stuck inside of motor.
