I tried another fuse. no change. nothing happens when I try to start with electric start.

If you apply 12v to the (green wire) trigger terminal of the solenoid, what happens?

I jumped the battery directly to the green side (positive ) of solenoid and nothing happens....I hooked ground side of jumper to ground on the engine and positive side directly to green (positive) side of solenoid and nada...

If the solenoid is grounded and 12v does not trigger the solenoid, you need a new solenoid. You may also have other issues, but your troubleshooting does confirm a bad solenoid.
