tohatsu 25hp timing

I want to check the timing on my engine but before i start i have a few questions i would liked answered.First looking at the timing marks i have one thick line with 2 thin lines to the right and 5 thin lines to the left but no numbers on them.How do i know where 25 btdc and 4 atdc are?
Also when checking the timing at full throttle for the 25 btdc(as stated in clymer)is this safe to do so when running on muffs or in a bin full of water.Or is there another way of checking.

Your engine cannot come out of time unless someone screws with it. Your engine is static timed by adjusting the linkages to the measurements found in the manual. You do not need to run it to adjust it. Your manual should point out what lines up with what....If it does not then you need to get a factory manual.

The only reason i ask is that i found one of the locking nuts has come undone on the timing adjuster and i just want to check that the timing hasn't moved.
