It sounds to me like the throttle linkage and control unit are very reactive right where you need the outboard to be less responsive. Try adjusting the linkage and lubricating all the pivot points and losening the friction. You may want to check out an aftermarket control unit. I put one on my 40 hp Yamaha that has separate shift and throttle levers, rather than the integrated shift/throttle. Thus, the throttle lever has more movement capabilities. Rather than just having throttle control from the mid point of the control box forward (90 degrees), it has movement to about 150 degrees. It was a cheapo plastic thing, but works good.
