Turning the key off and the motor continues to run is called dieseling, and that's hard on the motor. When this happens you need to turn the motor back on and then off again. Dieseling is caused by idle set to high (which it is), carbon built up in combustion chamber, incorrect timing, throttle cable not adjust correctly.
Stating your idle is not correct and fluctuates, check to see if you throttle cable is not dragging and is adjusted correctly. Remove the throttle cable off the carb, carb should be fully against idle stop screw. Start motor to see if it idles correctly (engine warm). Increase the idle a tad a couple times and see if it returns to idle. If this is all god, then the carb is not binding.
Now adjust the throttle cable so it just slides in the carb post. Now remove the cable again and turn the barrel one more turn further closed. You want a slight bit of tension pushing the carb closed when you shifter is at idle
