Well I found out more issues with this that complicate things. Apparently they bought this boat from their neighbor. They have a bill of sale and the old regisration from 2004 from their neighbor. There is nothing accept for the old bill of sale they have that says its theres. As far as the hull ID is consurned the boat is still registered to their neighbor. I'm going to call the illinois DNR tomorrow...and maybe the secratary of state to see what they say. I'm so confused. lol
