Timer Base Question

I have a 25 hp evinrude mod # E25REOR on a 15'alum princecraft boat...This pkg is new to me so do not know what to expect with regards to speed and performance...anyway had it in the water today for a little test run and it seemed to run just fine until I open it wide open and it bogs out....when I got home I removed the cowl and set the throttle to wide open and the butterfly in carb was way past center beyond the horizontal.....also I noticed that the time plate does not come all way over to touch the rubber stop....does the motor have to b running 4 the timer plate to advance all the way?.....also will a linc n sinc solve the butterfly prob?....does anyone have a method to do a linc n sinc on this particular engine....ordering a manual tom from Ken Cook

A throttle butterfly going past horizontal begins to provide the same performance the butterfly provided when it was at the same angle "before" going past horizontal. Yes -- you need a link & sync and its far too detailed to go into here. Wait for your manual and follow it to the letter.

Thank ..I will wait 4 the manual.....about the timer base....is that also part of the linc n cinc process ..or is it controlled by the rpm ?....doesnt advance to the rubber stop...
