Tilt Trim still doesnt move

1988 johnson gt 150 i installed a brand new tilt trim motor today and the engine still wont move. you can hear the motor working like its suppose too. did i just not put the fluid in correctly or does it still have air in the lines. im so confused at what i need to look for next.

if the manual release valve is not really tight it will pass fluid from one side to the other without moving the engine.

if the manual release valve is not really tight it will pass fluid from one side to the other without moving the engine.

it should be a flat head held in place by a c-clip down around the trim motor(may even say manual release). Turn it in all the way and try again
