tilt/trim sensor issue

i have a tilt/trim gauge issue. the problem is that the gauge reads as if the outdrive is always in the up or near up position. the gauge is a faria brand. i have a volvo 2008 5.0GXi-G engine. not sure if the gauge is sticking or the sensor is causing the bad read. when the key is turned on the gauge goes to the top of the dial and if i lower the outdrive it will move slightly, but never below the near top.

thoughts on what i should do?

Update: i tried adjusting the sending unit on the gimble ring left and right but it had no effect on the gauge. is my sender bad or the gauge?
