tilt trim problem

I got a 2003 Galaxie ski boat recently. It has a Volvo Penta 4.3 V6 in it. I cannot get the trim to raise up when I am driving full throttle or taking off fast. I have to slow down to finish triming up to get full speed. Does anyone know what my problem is, all boats I've been on before had no problems trimming up at full throttle. My boat is in excellent cond. and has only 90 hrs on it so I cannot figure this one out.
