Tilt/trim Problem

i have a 1995 johnson 115hp motor. The tilt/trim works great out of the water and at low rpm cruising thru the harbor, my problem is, once i get outside the breakwater, tilt/trim does not work. If i slow down, i can raise it but as soon as i give throttle you can see it slowly lowering back to original ( bottom) position. I have put fluid in, but without a site glass i cannot tell if it full or not or even if this my problem. Any help or suggestions would be appreciated.

Sounds to me like either your pump is going or one of your pistons is leaking.
