Tilt/Trim Motor Working?

My late 1980's Johnson 110 HP OB trim/tilt motor does not function with a fully charged battery attached to the boats electrical system, no clicks from the motor itself no nothing in either direction. A test light across the 2 wires leading directly to the motor will light up with the tilt switch up or down but still no motor activity. The same tilt motor if attached with jumper wires directly to that same battery functions fine in both directions. Could the motor be demanding more current than tilt/trim system can supply and if so how to determine if problem is with motor asking too much or electrical system giving to little. Thank for any advice.
