tilt/trim leaks under load

I have a 95 40 HP Force by Mercury Marine engine. The power Trim will raise up and down with no problems when the boat is stopped. When I put it in gear then it falls to about mid range. while the boat is going I can trim down, but not up.

When out of the water, I can trim up and down but I can press down on the motor and the ram bleeds down.

I have taken out the impact valve and it looks fine. I have looked at the pilot valves. the o-rings on the inside of the seat are flat on both valves.

Don't know if that is the problem or if it is in the ram.

Any help would be appreciated.

Check the two elec. relays. One relay is for motor up, the other for motor down. This happend to me on a fishing trip. I then switched the wiring harness from one to the other to go up or down. I do not remember the cost of the replacement relay. On my 1989 85hp force the relays are on the right of the lower carb.
