Tilt/trim issue

Hello everyone I’m new to this site just hoping that someone can point me in the right direction…So the wife and I are attempting to bring an 83 StarCraft css180b back to life and we’re almost done!!! However after putting the motor back on the rebuilt transom we cannot for the life of us get the tilt trim to work(83 Chrysler 90hp) as far as we know the resovoir is full after cycling and trying to fill multiple times. Makes noise but will not hold motor up so is it bad pump or are we filling it up like idiots lol. Please help.

The filling needs to be done when the motors all the way down.
30w oil.
If it lifts and then drifts down you need to read the first 5 posts in this forum
One of them has a lot of info on the T@T system.
Hint: there's nothing in the hyd.pump that you can fix.
The shuttle valves are the only thing you can service..
The last few posts, someone asks about the same thing you did, read the other posts.
