TILT TRIM heating up

my 98 115spl tilt and trim will only work for about 4-5 seconds and then it will shut off, i noticed that the wires around the realys get very hot, after about a min they cool down and it will work again for a few seconds till it heats up again. i cleaned/checked/tightened all connections and replaced the relays and it does the same thing. any ideas?

Jump the tilt motor with some wire, see if the wire gets hot,
if yes the tilt motor is shot or the mechanism is binding.

You may have to pull the engine to find out if its binding.
