tiller steering too loose

i just purchased a used 1990 25 hp johnson ob. It is tiller steering. It is too loose. No manuel and previous owner not available.
how do you tighten steerage????

Look at the very front of the steering swivel bracket tube. If the engine was installed on the boat...... look directly at and under the space between the transom and the engine tilt bracket. There's a screw there with a spring attached to it. That's the steering tension adjustment screw.
