Tiller handle

I have a 9 horse mercury that all of a sudden the tiller handle will not stay in the up position as it used to. What could have loosened up or wore out?

There are bushings on either side of the tiller that are supposed to help hold it up. They sometimes break or become worn. I would check those first.
