Thrust washer issue

Hello, looking for some insight as this is my first time working on motor outside of regular maintenance.
I recently bought an aftermarket replacement prop and hub kit (Michigan Wheel Vortex prop & XHS #120 hub kit) for my 2007 Mercury 15hp Four-stroke after damaging the OEM prop on some rocks.
The new forward thrust washer from the hub kit, however, will not slide all the way to the base of the prop shaft, stopping with about 1.5 inches to go. The slots look slightly tighter than the ones on the old thrust washer, but the info I got from the manufacturer website, as well as the marine part store I bought it indicates I have the correct part.
I know that the washer should just slide on effortlessly, but should I use any kind of force to get it the rest of the way?

That doesn't look right to me, but I know nothing about outboards.

I see the new one has a part number engraved in it. Does the old one have a part number on it?

Do all the dimensions between the old and new one match up (besides the inner hole)?
Does the old one mate up with the prop?
Maybe you can just use the old one.

i believe that is the washer that goes on the other end of the prop not there.
