Thru Hull Leaking

Hi - bought a 23' Trophy and the previous owner installed a thru hull in the rear below the water line for the bait tank pump. Well, of course, now it's leaking. It's a plastic threaded pipe sticking out with a plastic cap on it. I want to seal it, and rubber expansion plugs are not working. Any ideas short of permanently sealing it? Thanks

where is it leaking? outside hull? from the fitting? inside hose?

3m 5200 works for alot of sealing issues but not sure how you are leaking...
