Throttle shift controller

I have a chrysler 1984 25hp mod 252H4H iam tryinbg to hook up a chrysler single lever controler. I can't get the controller to work correctly. I can grt it to shift ok but when I try to advance the throttle while it is in gear I can't advance. I quess I must be stupid as I cant figure out how the controller works Please some one explain how to work this type of controller

Post a pic of the controls.There a silver/grey button on the side? Push it in.J

The silver button push it in.If the cables are hooked up right.It should work.
Unhook the shift cable from the motor. Make sure it's in neutral,Then make sure the drive is in neutral.Adjust the shifter and cable end.It won't shift right unless the prop is turning.J
