Throttle Problems 71 Chrysler 55HP

When I start my boat, it takes off with the throttle in neutral. When I move the throttle, it clunks and goes faster. When I go WOT, it goes but then loses power and back and forth.
There are air bubbles under the water like there might be a leak in the lower unit.
Is there supposed to be a gasket between the lower and upper unit?

Also, when I get it running in neutral, no prop movement, the idle will start going faster and faster and faster and faster all by itself. What's that all about?

The linkage needs to be set up.Unhook it and put the motor in neutral.Then adjust the shifter cables so it matches.
The idle problem sounds like it's sucking air.All the nuts tight?Make sure the air screw is set right.Turn in and then out 1 turn and then start and turn in till it cvoughs and then out 1/2 turn.
No gasket there.The bubble are the exhaust.
Check the fuel pump diaphram.J
