Throttle cables

Anyone have there throttle hard to move? foward as well as reverse is very tight in movement. I've lubed the engine side of them and still no difference. It's a yr 2004 and I don't think I should be replacing them this soon! Am I correct? but what type of maint. should I be doing to the cables or throttle lever?
