Throttle cable?

Hi All,
I have 79' 55hp Johnson. The idle set screw was not returning to the idle stop so I have adjusted the Trunnion adjustment nut so the idle screw is now resting on the stop. However, now when I move to full throttle the throttle valves do not open fully. It is almost like the throttle cams range is to short. Is it the cable or am I missing something?

Mine doesnt do it either, my cables worn.
I adjust it all so that the timing is max advanced at correct timing at wot (ive forgotten what BTDC that is_)and butterflys a horizontal. I also make sure butterflys a shut at start mark on cam.
