Looks like a fiberglass liner for the storage bay. Floor itself looks like carpeted plywood. Usually if the floor is completely fiberglass it is not carpeted and has a snap-in carpet
That's what I thought it was. Looks the same around the bilge too. Unfortunately the trim switch on the throttle was finicky. It would go down but the "up" toggle was intermittent. There is a button labeled "trailer" that would make the trim go up. Quick google search says this could be a result of dirty connections on the trim limit switch on the outdrive.

There is a trim limit function that prevents the outdrive from being raised too much by the trim switch. There are sensors on the outdrive that make the trim limit function work, as well as the trim gauge itself.

Chances are that the wires are frayed on the trim limit sensor. The trailer switch overrides the trim limit and allows the outdrive to be raised regardless.

You can buy replacement sensors . . . they seem to need replacement every 5 years or so.

I had to replace those wires to the trim sensors ....wire insulator UV damage !
I used a water sealer on the trim sensors ...works 20 yrs
