This on a 97 Evinrude 50. Small hole where lower unit meets the motor. The hole looks machined but i cant tell for sure. It shoots a steady stream of water when on muffs. Normal or no?

No this is not normal. It's not the hole that worries me. It's the water coming out. There are a few potential problems. It may be that the pipe above the impeller (partially) popped of and spouts the water around in the lower unit housing specially when your muffs are blasting full force, or there may be a blockage somewhere behind the propeller where the cooling water is supposed to drain out. This is definitely a thing to check out.

One says normal and one says not normal. Anyone else? What is the hole for? I have a strong stream at the telltale tube coming from the upper part of motor so i know it is pumping well

I still say not normal.
If it is just a drizzle, sure, that would be normal, but when it "shoots out a steady stream" that is not normal. It would mean that the exhaust housing is full of water and that it is pressurized enough to shoot out a steady stream.
That water should have flown freely out of the through the hub exhaust instead of building up inside the housing.

Seems fine I didnt run it for long but the actual telltale, which is a rubber tube coming from under cowling, has a nice solid stream. I also have a spray coming from prop hub and also a spray from the fitting on the leg (see pic) so i think everywhere that needs water is getting it.

Just because water is coming out of those holes means it's everywhere.

Shoot the top of the heads/head with an IR gun.
