I have a 1997 60 hp Johnson that has the system check setup. The boat came without a tachometer and only had the horn and the small gauge with the indicator lights. I installed a system check tachometer and it worked fine for the first couple of weeks. After some time, the gauge began to jump around and give false readings. It works sporadically at best. It also does not reset when the ignition is turned on, even when not running the needle jumps around. Is this just a bad tachometer? Or possibly some faulty wiring somewhere?

One indicator would be a faulty ground either from the tach or battery. Others will probably chime in with other things to look for. Good luck.

Check ALL the wiring going to the tach for being loose or not connected correctly. Turn on the key and start wiggleing wires and see if anything changes. You could also have a bad new tach.
