Synchronizing carburetor and distributor on a 65hp Johnson

bought a 1973 65hp Johnson service manual. it refers you to go to section 4 for instructions on Synchronizing carburetor and distributor but there is nothing there. was this an oversight when the manual was printed?

trying to get my 1973 65hp to idle and it looks like a previous owner/mechanic moved a some settings around

If that is a Johnson manual, there should be extensive instructions on the topic. If it is something else (or a reproduction), who knows, anything is possible.
