swap lower unit merc 228 with 260?

are the lower units on a merc 228 and 260 interchangable? housing looks identical..

Series`1 and Alpha`s will swap.but not with the GEN II type

are they different as far as gear ratio? would it be better,worse,the same?
my 260 housing has a patch on it.. looks like epoxy and im wondering if i can replace it with the 228

The gear ratio`s are determined by the upper unit.
