Suddenly can't reach high RPMs when in drive

I just got a 93' Excel with a 4cyl - volvo penta 2.3l. The prop is stock and the edges are beat up a little. The boat was running fine - hitting about 35/38 mph. SUDDENLY - tonight we took it out and it just couldn't get moving. It would rev up nicely in neutral, but in drive, it just couldn't hit higher RMPs. We couldn't get it to plane out. Tach wasn't working when I bought it, but I'd guess we were only hitting the low 2000's when in drive. I watched the throttle linkage on the carb while my wife slowly increased the throttle. The engine continued to climb in RPMs until it was about half way down. Then, no matter how much more you throttled it, the engine wouldn't rev any higher.

I keep trying to think what could have happened between this boating outing and the last (which was 3 weeks ago). Everything looks the same with the prop and lower unit.

Is there some sort of RPM safety limiter (when in drive) that may be failing? Could the damaged edges of the prop be causing the issue?

sounds like a fuel issue. probaby sucked something into a filter. change the filters/ water fuel seperator ect.

Check the exhaust for a restriction, Had same problem with 93 5.0 omc. the flappers that were installed melted, fell down into the y pipe of exhaust and created a restriction. could only get maybe 3400 rpm from boat. once I found the plates down there, removed them, I am now pushing 4700 rpms. let me know if this helps
