Stuck in drive

Hello all...
I recently purchased a 1983 15hp evinrude for a winter project. First time on the water and it got stuck in forward. A plate under the fly wheel had oreinted its self in a position that prevent the shfter from moving. It went in to foward smoothly so im assuming that the plate vibratod into a position not allowing the shifter to move. Is something looseor was something not installed properly?

Can you shift it with the throttle handle in the idle position ??-----Why not do some testing before jumping all over the carburetor !

Yes. It will shift in idle.. the plate seems to only move and block the shifter after a hard run(when its able to run hard because of the spitting and sputtering). When I got it it would not start. Put a little fuel in a cylinder a couple times the primed with carb cleaner and it finally started. Messed with the lean/rich nob a little(pulled it out to get little more range. 3 full revs backing out) soon it would start on its own(nicely, couple cranks) and rev soundly. But would not Idle wIth the throttle in the idle position.(being this is my first outboard i assume it is full opposite W.O.T). I figure what 1983 anything doesnt need the carb rebuilt. But if you can save me $25 im listening.(already over budget on this project)

By shift in idle i mean with the engine running at an idle speed( the engine dies if I back off the throttle to much

That plate rotates as the ignition advances.------It prevents the novice owner from opening the throttle too far when motor is in neutral.-----It prevents the novice owner from accidentally shifting motor to neutral when at full throttle.-----It is a safety mechanism for your motor.----Do some trouble shooting to find out what is wrong with your motor !!----If motor was always stored with carburetor empty it would not need to be rebuilt.-----But I can not see , hear or feel your motor.

I thought I was researching by asking here. My nonexistant outboard knowledge Led me to the experts.expertise. i dont think the plate im refering to rotates with the flywheel if thats what you meant(will double check when i get a a chance). The plate im talking about has tabs(for lack of a better word) and it appears to be zinc or flash chrome coated.

The plate DOES NOT rotate with the flywheel.-----It rotates as you open the throttle.----At least it is supposed to.----Good luck with your motor.----I step aside.,

Ok.. after taking to a coworker that has some experience with outboards, I think I know what you were talking about. Because the motor dies alot.. i never rotated the throttle back to the idle position. When it died i would take off the cawling and move the blocking plate by hand. But rotating the throttle back to what should be the idle position should move the plate out of the way.. I am a machinist by trade and you would think that mechanic is not to far of a leap but it is. I will check ou the link

Well.. i got a chance to check out the 15hp evinrude.. the plate does move with the throttle. Thanks Racerone

When I started repairing motors in 1968 the magneto plate moved with the action of the throttle on the tiller handle.----That is how the ignition timing advances.
