One of the screws on my swim platform has stripped out and allowed the wood inside to get wet. I just bought the boat a few days ago and the guy i bought it from said it came loose a few weeks ago somehow and i guess he didn't see fit to fix it. It was held in place with a lag screw about 1.5 inches long. How should I fix it. I thought about just drilling all the way through the transom and using a bolt but it's below the water line. What do you think.

Okie you have the right idea with the bolt and nut but make sure to squirt some 3M 5200 into the hole and seal the bolt up well with it once its in and you should be ok. Use a large fender washer on the inside so you dont pull the new bolt through the transom.

Should I wait until the wood inside the hole is good and dry before I use the sealant though? Or should I use a blow dryer or something?

Okie I would probably try to get it dry in there with a portable heater or maybe a hair dryer would work before making the repair since we know water in the trnsom isnt good :D.

Well, If 3M 5200 is such a good product, maybe I should use some on all the screws and bolts in the transom. The boat is 25 years old. Also, I was planning on replacing the captains chair, should I use this product in those screw holes as well?

Yes. At a minimum, every screw below waterline and every screw that goes into wood should have 5200 on it.

Yep pretty much 109 said it all every screw below waterline and anything that goes through the deck should have 5200 on it ( if you ever plan to remove said screws use 3M 4200 ) its more pliable once it sets up as where 5200 will get hard as a rock :D.
