I have been reading several threads on Stringer repair/replacement and have found that there seems to be several different types with some of the newer ones being either foam filled or just hollow. So my question is rather than removing old stringers and rebuilding from the hull up, can you not just add some additional layers of glass over the existing stringers to add strength?

No not really, if your stringers are hollow glass then they should still be fine. If they are foam filled then you need to check for water soaked foam. If they are wood, the wood will need to be replaced (if it's bad) because the wood is used to distrubute the stress of the hull.

Your boat was designed with whichever system it has and should remain that way.

Now if you have hollow stringers and you want to add a layer that's fine, but unless they have come loose or are delaminating (delaminating will require some grinding and repairs) then I don't see any need to do anything to them.
