Storage for boat cover at slip?

What do most here use for storing the boat cover while out on the river? Last year I just stuffed it towards the rear seats. I'd like to leave it on the slip without it blowing into the water. I've seen some dock boxes but $300-400 seems like a lot for a storage box.

What about a simple tote box from Kmart/Target/Wallmart. $10-$20. Can even weigh it down with some rocks so it does not blow all over or tie it down.

Drill some holes in the bottom for water to run out even or make it water tight. Can also tie a rope to it so it does not walk away easily....

A dock box is great if you are worried about stuff getting stolen but if all you want is storage a tote should be sufficient.
