I have a 1989 larson i/o boat and my throttle is a little stiff. What can I do to try and loosen it up a little bit? And where should I be looking to do this? Dont want to replace the cables right now because I just spent 400 to have the steering cables replaced. All help would be appercaited.

You have to replace the cables. Sorry, no shortcuts here.

He is correct but you can isolate which one it is by removing your control cable fro the shift bracket and shifting to see if it is that one or your lower shift cable.
