Stiff swivel mount

I have a rebuilt 1987 140hp Evinrude that has stiff steering because of the swivel mount point. I've hit it with grease but can't get any to come out the upper bearing. It's getting a little easier to turn with exercising it and lubricating but wondered if there is any other helpful hints to try?

Have you found all the grease fittings yet? It might help to unhook your steering cable and swing the engine back and forth by hand while filling them up.

Yep, been there , done that already. I even used a twine string to wrap around and seal the lower bearing to force the grease to the top bearing. Seemed to help but grease still found its way through , I think I need to wrap it with something better at sealing first, and then the rope wrap on top of that. There is only the one grease fitting in the middle of the vertical shaft housing on my mount.
