steering will not turn left on Port Engine 1999 250hp efi

Sea star steering dual cylinders single helm. Stb seems to be working fine port will go right but not back to the left. If we try to physically turn it to the left it will only turn a little ways and then stop.

bled system as best we could with this condition. are there check valves in the hydraulic arm?

boat new to me.

You can unhook the cylinder from the motor
and make sure the motor turns ok
Did you have good fluid flow out of the
port cylinder bleeders? If not it could be a kink in a hose
or a hose comming apart inside blocking the fluid flow?

Bleed system completely good news is fluid looks good. Bad news is definately in the head. Will take that apart and see what we have gotten ourselves into.
