Steering turns on its on?

I have a 1994 Excel 18SX with the Volvo Penta 230B, I just bought it and have used it the first time today, when i am going and I let go of the steering wheel it automatically turns spins to the right all on its on, I have to do some decent pressure to keep it straight. doesnt matter where I start with the steering, it automatically starts spinning left, Any ideas?

pull the power steering belt and see if it does the same thing. if the spinning to the left stops, you have an issue with your steering actuator.

Do you have a tab on the bottom of your outdrive to adjust for prop torque.

with the rack system, have you adjusted the brake screw and brake (item 7 & 8)

also adjust the fin on the drive

reason I asked on power steering, the 230B shows a power steering pump with some drives

So is there suppose to be a screw in there? If I get a new screw in there, will it stiffen up the steering some? I'm gonna try the trim adjustment on the lower unit for the steering wheel turning on its own but it is very loose
