Steering Issue

Recently purchased Pontoon Boat with 2005 Mercury 70 that was last used two years ago in salt water. The steering is stuck and it apprears to be in the verticle steering shaft on the engine as I have disconnected the steering arm and it moves freely but the motor will not turn.
Any suggestions on how to free up the verticle shaft.
