Steering Helm angle change?

The steering on my '98 Sunbird Fish and Ski, which has an '85 Merc 150 Black Max can be a chore. A new steering cable would probably help a bit, but I think the main problems are the size and angle of the steering wheel, and the 9'' static setback plate I have to run puts the cable in a bind because of the angle. The steering wheel helm is mounted awkwardly low at the console, a larger steering wheel would give me more leverage, but it would be in the way of my knees. The steering wheel comes out at a 90 degree angle, and if I could get it more at a 45 degree angle I could run a bigger wheel. I was thinking about replacing the wood backing the helm mounts to with a piece of wood with a sharp angle. This would requires some console and dash modifications. I'm not sure how else to go about it, just looking for some feedback,

Has it always been a chore to steer or has it gotten worse as time goes by?
