Steering Frozen

After my boat was laid up for a few months, I noticed the steering was frozen. I disconnected the arm and was able to move it back and forth (rotating it 1/4" turn) until it was free. I sprayed the arm with silicon and worked it loose. Is there anything I can do to prevent this from happening again. There are two nuts on either side of the tilt tube. Can these be removed so I can clean out tube in case of corrosion. Any help would be appreciated!
