Steering fork bushing removal 290a sp

Have water accumulating in the bilge and i suspect it is coming from the shaft on the steering fork as I have a lot play in the fork, after removing the fork I can,t see any V seal or a brass bushing in the hole. Could the bushing be made of metal? It scratches easily so perhaps its some sort of alloy? I have read that the bushing is glued into place with some sort of epoxy? Anyways any help with the removal of the bush would be appreciated. Where would I find a new bush? Can,t seem to access the online manual on the site as it states that I must be in the USA, I am in Australia, could some one please let me know the part numbers of the seal, I need to at least get a new one of those to prevent the water leak, it will be short lived I know with the axial play in the steering fork shaft but at least it,ll last a while. Thanks in advance.

The bushings aren't glued in from the factory. But corrosion sure locks them in place.
They are just made out of plastic.

Here is a .pdf file for the parts for a 290A
2 and 3 are the bushings, not 10. and no, I don't know what service bulletin 48-23 is.
