Is the steering fluid added behind the steering wheel or somewhere I'm not seeing?

What exactly are you asking? There's no "power steering fluid" on an outboard boat. Is it hard to turn? The sleeve of the steering cable needs grease and maintenance. If it's "stuck", then you've got to address that area of the boat. Loads of threads around here about that problem.
