steering cable stuck

trying to free the steering cable, I already have it unbolted from the transom, will apply heat. Since the tube holding the cable is pretty rusted, might as well replace it. what is the name of this tube? is it boat/motor specific or is it universal ?

$100 question is what it was put there for .
it looks to be some sort of cable extension stay ?????.
so it was used as an offset for the steering tube holes (not sure what's the proper term here.) The transom is recessed and the holes would be blocked. both the boat and motor are from early 70s. design flaw?

You can buy a mount made to hold the steering cable, at the steering OEM's web site. They were used for motors that do not have a tilt tube, like the 60's Johnnyrudes.

The mount will bolt to the splashwell and support the steering cable and steering rod. it will also be rust resistant.
