Steering acting out

Hello<br />I just purchased a 1976 fibreform 25 ft powered by a 225D (350 GM V8) and a 290 Volvo stern drive. The steering ia very stiff. Hard to turn take a lot of muscle power to steer this thing. I dismantle the whole thing pulled the cable out disconnected from the leg. Cable was stiff. Cleaned it lubricate it works good. From outside I can turn the lag from side to side with very little force. But from inside just about impossible to make it move. I am looking for advise and or books or manual available to help fix the problem. And is it possible to install a power or hydraulic steering to this set up if yes witch one.<br />Thank you

If the newly lubed cable operates easily and the outdrive turns easily with the cable disconnected there must be some interface mechanism that is causing the problem. Do you have the manual for the Volvo setup?

when is it stiff, all the time or just when the boat is underway
